What is kipper the #EstonianWay?

Herring is an ingredient found in the cuisines of both the UK and Estonia, two coastal nations. Chef Jack Stein challenged himself to put a spin on a traditional British fish dish by using locally smoked herring on dark bread. This is kipper the #EstonianWay.
