Lubja limestone outcrop, which is located near Tallinn, is the oldest and highest place in Viimsi. It emerged from the water about 11,500 years ago. During the Soviet era in the 1970s, the outcrop was cordoned off with barbed wire because the authorities kept fuel tanks there. A staircase connecting the villages of Haabneeme and Lubja –  unthinkable during the occupation – is now a reality.

The stairs, constructed at a height of 50 meters on the limestone outcrop, offer an incredible view.

The barrier is only built to one side of the stairway which runs in a zigzag pattern up a steep hill. The other side follows the natural slope of the hill. Lights lining the stairs  are turned on during dark hours.
