Muuga Manor was built between 1866 and 1877 by the Russian Tsar Nicholas I's court artist Carl Timoleon von Neff.

The manor has undergone a complete renovation from 2020 to 2023 and is open by appointment as an art manor, where various sculptures and paintings can be viewed as they were originally in the past. The original white marble staircase, a gift from Tsar Alexander II of Russia to Carl Timoleon Neff, is still preserved in the manor, as well as marble lions on either side of the staircase. In the hall, there is a fireplace with a depiction of the Black Madonna with Child, and in the hunting room, the fireplace features the original sculpture of Laocoön.

The manor can also be used as a venue for weddings, birthdays, seminars, and concerts.
